an habitual hatred, or an habitual fondness,<\/p>\n
is in some degree a slave.<\/p>\n
It is a slave to its animosity or to its affection,<\/p>\n
either of which is sufficient to lead it astray<\/p>\n
from its duty and interest. Antipathy in one<\/p>\n
nation against another disposes each more readily to offer<\/p>\n
insult and injury, to lay hold of slight causes of umbrage,<\/p>\n
and to be haughty and intractable, when accidental<\/p>\n
or trifling occasions of dispute occur. Hence frequent collisions,<\/p>\n
obstinate, envenomed and bloody contests.<\/p>\n
The Nation, prompted by ill will and resentment, sometimes<\/p>\n
impels to war the Government, contrary to the best<\/p>\n
calculations of policy. The Government sometimes<\/p>\n
participates in the national propensity, and adopts through<\/p>\n
passion what reason would reject; at other times,<\/p>\n
it makes the animosity of the nation subservient to<\/p>\n
projects of hostility instigated by pride, ambition and<\/p>\n
other sinister and pernicious motives. The peace often,<\/p>\n
sometimes perhaps the liberty, of Nations has been the victim.”<\/p>\n
